Job Description The Security Specialist Manager (SSM) shall: Draft the Construction Security Plan (CSP) in accordance with DoDM 5105.21 v3 and ICS/ICD 705, outlining threat and risk mitigation strategies for each Task Order (TO) for DIA/SEC approval. Implement the CSP upon approval and as directed by the COR, starting by the 35% construction design mark. Participate in meetings, reviews, concept and product teams, working groups, design meetings, or conferences, providing technical support. Be dedicated solely to this project unless authorized by the COR and AO to hold other positions as a Part Time SSM. Perform security-focused design reviews throughout each project phase, ensuring compliance with SCIF/SAPF accreditation requirements. Collaborate with the AO/SSO and the General Contractor on security requirements. Ensure implementation of ICD/ICS-705 requirements, advising on compliance or variances. Conduct periodic security inspections to verify CSP compliance and accuracy of accreditation documents. Prepare and submit all required security documentation, including SCIF, T-SCIF, and compartmented area documentation, for review. Document security violations or deviations from CSP, notifying the AO/SSO within 1 business day. Ensure CSP implementation aligns with DIA/SSO guidance and approvals. Develop and apply innovative security strategies based on extensive knowledge of DoD, ICD/ICS, and related policies. Maintain and update security documentation such as FFC and TEMPEST checklists for each project or modification. Job Requirements Active TS/SCI security clearance; successful CI Polygraph for DIA SCI network access. Minimum six (6) years of security experience related to SCIF construction, intelligence operations, counter-intelligence, surveillance countermeasures, or physical security. At least three (3) years of direct experience on ICD-705 construction projects or as a Physical Security SSO. Knowledge of and ability to apply sixteen (16) standard division of construction and technical listening devices used by foreign intelligence services. Valid certification for a thirty-two (32) Hour or greater SSM Training Course. Valid certification for a forty (40) Hour or greater CST Training Course. Knowledge of IC and DoD classification guidelines, with experience on at least one ICD-705 project. Bachelor’s degree in security or intelligence, or equivalent work experience with at least ten (10) years in physical security roles. The salary range for this position is $90,000 - $140,000 .
