Job Description

The County of Yolo is recruiting for one regular, full-time position in the class of Forensic Systems Analyst I at the District Attorney's Office. 



The Position

Under supervision, collects, processes, preserves, and analyzes digital evidence in criminal investigations; performs hardware, software and virtual analyses of digital evidence; recovers data from computers, cellular telephones, and other digital devices; prepares detailed reports of investigations and analysis; participates with teams of investigators and/or consultants to complete investigation activities; confers with legal representatives in connection with trial preparation; makes court appearances and gives testimony relating to such cases; maintains and updates forensic computer systems.

 
The Forensic Systems Analyst I/II is a non-sworn classification that has two salary levels, and positions in this class are flexibly staffed. The Forensic Systems Analyst I is the entry-level class in this classification series. Initially, incumbents work under close supervision, and are given detailed instructions in the performance of digital evidence recovery functions that are more structured and repetitive than those assigned to the Forensic Systems Analyst II. As skills and knowledge are developed, incumbents are expected to perform increasingly responsible and difficult assignments.

 
Incumbents may advance to Forensic Systems Analyst II after demonstrating the ability to perform the full journey level duties of the class. The Forensic Systems Analyst II is the journey level classification responsible for performing the full range and scope of work. Incumbents work under general supervision and are expected to be proficient in performing a variety of responsible and difficult digital evidence recovery and analysis functions.

 
This class is distinguished from other information technology classes in that the primary emphasis of this class is processing a wide variety of computer systems and other digital media in order to assist in the gathering of evidence for the apprehension and prosecution of persons/entities, suspected of violating the laws during criminal investigations. This class presents and interprets the results of their findings to law enforcement officers and/or attorneys, prepares materials for presentation in court, and may appear as an expert witness in court.

Duties may include, but are not limited to, the following:
  • Performs forensic examinations digital media such as hard drives, cell phones, videos, memory cards, and other electronic data storage media using the most current versions of a number of validated forensic software programs; performs data recovery tasks when files are damaged, fragmented, erased, hidden, etc. and from modified storage devices. 
  • Conducts field investigations at crime scenes to search for, collect, and preserve evidence for laboratory analysis; reconstructs situations utilizing physical and digital evidence.
  • Prepares documentation to include complete reports detailing the entire digital evidence examination, including observations noted during forensic examinations and analyses, and statement of opinion based on analysis. 
  • Assists with preparation of cases relating to technology crimes and crimes involving the internet; consults with case investigators and attorneys regarding computer forensic examination and status; and assists case investigators and attorneys in the execution of search warrant operations.
  • Prepares written or graphic materials for presentation in a court of law; testifies in court and interprets findings established by laboratory analyses; serves as a qualified expert witness.
  • Stays abreast of and evaluates advancements in digital forensic examination and digital evidence analysis; knows and understands all legal requirements pertaining to digital forensic analysis and examination.
  • Requisitions, receives, sorts, inventories and stores equipment, supplies and other items pertinent to the unit's operations; maintains and ensures operability of all department digital forensic equipment; maintains records of repairs, maintenance, preventative maintenance, upgrades, and modifications to equipment.
  • Trains and serves as an expert resource for others on cybersecurity, legal requirements, department policies and procedures related to digital forensic evidence collection. 
  • Liaises with other Local, State and Federal agencies, law enforcement working groups and/or task forces as directed; coordinates findings or seeks alternative digital forensic methods of analysis. 
  • Answers inquiries by telephone, or in person, from the public, law enforcement agencies, attorneys and court personnel regarding the status of property and evidence in case files.
  • Maintains chain of custody and documents entire analysis using approved methods and forms.
  • Performs related duties as assigned.
Minimum Qualifications

Education: 

Possession of an Associate's Degree or higher from an accredited college or university. 

 
Substitution: Experience conducting forensic computer examinations and cellular phone data extractions for a public or private agency, including detecting, recovering and analyzing data recovered from electronic devices for the purpose of obtaining evidence in law enforcement investigations may be substituted for the education requirement on a year for year basis.

Licenses:
Must attain, within two years of appointment, and maintain on an ongoing basis one of the following certifications: Certified Forensic Computer Examiner (CFCE), Certified Computer Examiner (CCE), EnCase Certified Examiner (EnCE), or AcessData Certified Examiner (ACE).

Verification of Education

Acceptable forms of educational documentation are official or unofficial transcripts that list the student's name, institution name, field of study and date the degree was awarded.


For recent graduates who have not received proof of their degree yet, a letter from the registrar's office stating that all requirements for graduation have been met and listing the field of study will be sufficient proof of graduation.
